Report 26-068

This report presents a Council-directed initiative to protect turtle habitat and a provincially significant wetland complex adjacent to Highway 2 East between Abbey Dawn Road and St. Lawrence Avenue. Following Resolution 2025-268 adopted on August 12, 2025, staff was instructed to implement protective measures including amendments to City by-laws. The report recommends amending the Community Standards By-Law to establish a prohibition on fishing from City property at designated turtle habitat areas marked with municipal signage. This amendment will provide Municipal Enforcement Officers with clear authority to enforce habitat protection through education and compliance measures.

Report 26-081

This report addresses the planned closure of the Adelaide Street Shelter (located at 38 Cowdy Street) by the end of Q1 2026, contingent upon the opening of alternative emergency shelter capacity at Sydenham Road and completion of supportive housing projects. The City acquired the property in May 2023 with the intent to demolish the former school building and expand Frontenac Park. Community engagement in 2025-2026 showed strong support for park expansion but mixed feedback on proposed housing development, with concerns raised about transparency, park functionality, safety, and housing affordability. Staff recommend proceeding with the original plan: demolition of the existing building in Q4 2026, severance and sale of housing lots along Cowdy Street, and expansion of Frontenac Park, with proceeds reinvested in park development. The report includes recommendations to negotiate a lease with Lionhearts Inc. for vocational laundry services through September 2026, proceed with building demolition following lease termination, and conduct planning processes to identify residential development options while balancing park expansion.

Report 26-091

This report seeks Council approval to purchase the Lemoine Point Farm (Winnett Fraser Farm) at 2000 Front Road for $12,000,000. The property was bequeathed to the City with a purchase option in the will of Mary Fraser, who died in April 2022. A dispute over the property's valuation between the City and estate trustees was resolved through settlement on February 3, 2026, with Court approval granted on February 17, 2026. The purchase aligns with the City's strategic goal to maintain natural heritage and environmental assets. The property will be subject to binding covenants restricting rezoning to ensure rural use. The sale is expected to close in mid-April 2026, pending satisfactory completion of due diligence. No immediate changes to the property are proposed, with future use to be determined through public engagement and partnerships with conservation agencies. The recommendation requests Council approval to issue up to $12.0M in debt, with annual payments funded from the Municipal Capital Reserve Fund.

Report 26-090

This report provides an update on City and partner plans to commemorate and celebrate the 10-year anniversary of The Tragically Hip's final concert held in Kingston on August 20, 2016. The report details how the City has secured funding through existing budgets, a $100,000 contribution from the Municipal Accommodation Tax Development Fund, and $23,500 in sponsorships to support community events, concerts, exhibits, and programs celebrating the band's cultural legacy. Unlike a previous February funding request for up to $350,000 from the Working Fund Reserve, this updated proposal requires no additional city funding as all programming is now supported through existing approved budgets and external funding sources. The report recommends delegating authority to the Director of Arts & Culture Services to approve necessary partnership agreements and waive applicable fees for City venues, parks, and public spaces to support the anniversary celebrations.
