Report 26-047

This report to Kingston City Council addresses authorization for voting equipment and alternative voting methods for the municipal election scheduled for October 26, 2026. Under Section 42 of the Municipal Elections Act, 1996, Council is requested to approve a by-law authorizing the use of optical scanning vote tabulators and alternative voting methods such as mail-in and telephone voting that do not require voters to attend in person at polling places. Report 26-016

A formal request was received from Patry Group, owners of Frontenac Shopping Centre Inc. and 300 Bayfield Lane Inc., to rename the private road 'Bayfield Lane' to 'Skyfal Lane'. The lane is located on private property east of Bath Road and Centennial Drive and will provide vehicular access to a new residential development undergoing site plan control. The proposed name change complies with the City of Kingston Civic Addressing and Road Naming By-Law Number 2005-98, which requires names that do not duplicate existing roads and are pleasant sounding, easily recognizable, and clearly pronounceable. Emergency service providers have confirmed no concerns with the proposed name. The renaming is recommended to Council for all three readings to align the civic address with the finalization of the site plan control application.

Report 26-045

This report presents a by-law for the City of Kingston's 2026 interim tax levy. Under the Municipal Act, 2001, the interim tax levy cannot exceed 50% of the previous year's total taxes levied and is intended to fund daily municipal operations while reducing reliance on short-term borrowing prior to final tax rate setting. Staff recommend the by-law receive three readings at the same Council meeting to enable interim tax bills to be mailed by February 6, 2026, with a payment due date of February 27, 2026. The recommendation includes provisions for the interim tax bill cap, specified rates in Schedule A, payment options, and late payment charges on overdue taxes.

Proclamation Request
